The draft of the new rules, E waste rules 2010 is knocking on the door. it was made available for the public comment on the website of the minister of environment and forests on Wednesday( 17 Nov 2010).
According to this new rule the producers of electrical and electronic equipments are responsible for the proper collection and appropriate disposal of e waste generated at the end of the life of the product. the producers include not only the manufacturers of the product under their own brand but also those who sell their brand products that are manufactured by the contractors.
The proposed rules will also ban the import of used electrical and electronic equipments for charity in India. A number of social organizations and environmentalist have expressed their concern that many of the developed nations are dumping their e waste in India, where they are recycled under hazardous and unregulated conditions. The handling of waste in India is governed by legislation such as Environment protection Act -1986 and hazardous material rule of 2008.
The new rules not only regulate the producers but also the recyclers. The government may also have to pick up the cost for recycling of unbranded products which account for about 40 percent to 50 percent of electronics products sold in the country.
